Yes, There is an option to skip the alternate e-mail option.
Here is my experience of password recovery procedure on my account.
1). When I clicked "I can't access my Account", I was asked for my Yahoo! ID for which I'm recovering password. I entered the ID and the security code.
2). I was asked for Alternate Email option. I skipped the step and clicked "I can't access my alternate accounts".
3). I was asked two security questions. I successfully answered those questions and finally, I was asked to RESET my password.
During the whole procedure, I was never asked for DOB and Zip Code. (The DOB, Zip Code and Country is only asked when you have not used any Alternate E-Mail account)
And when, using Alternate E-Mail option, a RESET PASSWORD link is sent to the Alternate E-Mail. (The RESET PASSWORD link will then expire in three days) So the password is not reset until you open your Alternate E-Mail and click the Reset Link.
